Collaboration. General Overview The Chief Community Health Equity
Officer (CCHEO) provides executive oversight of Mass General
Brigham (MGB) system-wide community health and clinical health
equity strategies. The scope of this role includes overseeing more
than $30 million in programs aimed at dismantling racism and other
forms of inequity through a comprehensive combination of approaches
involving our health care delivery system and community health
programs. The primary tactics include design and implementation of
clinical delivery system initiatives focused on implementing a
robust equity measurement agenda, improving access to digital
health care and multilingual health care, building a culture of
continuous clinical equity improvement across all clinical
departments, and advocating for payer contracting and health
policies that promote anti-racism. The community health initiatives
will include programs focused on 1) community and civic engagement
such as a robust Anchor Strategy, 2) community health improvement
based on addressing key social determinants of health and
implementing innovative community-based health programs, 3)
implementing a robust research program, and 4) developing a
comprehensive training and education program for future leaders of
community health. The overarching goal of all initiatives will be
to demonstrate a reduction in health inequities and a measurable
improvement in community health outcomes. This position reports
directly to the Chief Patient Experience and Equity Officer (CPEEO)
and oversees a large multidisciplinary effort and team across our
entire system. An essential component of this role is convening
clinical, quality, community health, and administrative leaders
from across MGB institutions to arrive at a consensus on issues
that are core to addressing health equity and community health. The
selected candidate will successfully balance an open, inclusive
process with the ability to arrive at rapid, reliable decisions.
The selected candidate will represent the CPEEO on various projects
and committees, including report outs to the MGB Board of
Directors, regular meetings with MGB executive leadership, as well
as external community, public health, and government officials.
Principal Duties and Responsibilities
General Responsibilities
--- Lead system-wide efforts to combat structural racism and
improve the outcomes of healthcare for all patients and community
members served by MGB
--- Leverage knowledge of health equity, social justice, and racism
to inform all efforts
--- Implement a robust measurement agenda for both clinical care
and community health outcomes
--- Communicate portfolio of work both internal and external to the
organization
--- Dedicates a minimum of 0.80 FTE to this role
Clinical Health Equity
--- Improve the collection of patient race, ethnicity, and language
preference data across the enterprise
--- Implement new programs to increase translator and interpreter
services across the system
--- Implement programs designed to decrease differences in access
to digital health by race, ethnicity, language, and community of
residence
--- Establish a culture of equity improvement by leading all
clinical departments to implement clinical health equity
improvement projects
--- Lead effort to identify and eliminate racialized medicine in
clinical care (e.g. remove inappropriate use of race in clinical
algorithms)
--- Support the evolution and expansion of social determinants of
health screening and connections with resources to mitigate the
gaps
--- Support internal policy development that eliminates
discriminatory behavior within MGB offices, clinics, hospitals, and
all areas of administrative operations.
Community Health
--- In partnership with the community and our hospitals, develops,
executes, and oversees community health strategic framework to
ensure that objectives and goals are aligned with identified
community health needs, reflect the input of community
representatives and align with objectives for equity-based care.
Supports hospitals' ability to customize locally while maintaining
the benefit of economies of scale.
--- Develops a system strategy related to community engagement and
partnerships. Serves as a trusted and effective representative of
MGB in the community and represents MGB on task forces, coalitions,
committees, and boards in the community. Works with community
leaders to create transparent communication relative to program
initiatives, investments, and outcomes.
--- Represents MGB community health advocacy and policy work,
determination of need assessments, and development of federal and
state reporting relative to a full suite of MGB community health
initiatives.
--- Coordinates the development, completion, and communication of
an MGB community health needs assessment to inform planning and
investment in community health programs.
--- Leads and coordinates programs system-wide to address social
determinants of health and prioritize program investments including
food insecurity, housing stability, and behavioral health to create
community health improvement plans.
--- In collaboration with communities, government, and other
organizations, develop and deploy an innovative set of
interventions that address common challenges, as identified
throughout community health needs assessments and implementation
plans, faced by "hot spot", disproportionately impacted
communities.
--- Establishes evaluation metrics for reporting impacts of
programs. Oversees the development of data collection tools and
conducts quantitative and qualitative analysis for all established
programs.
--- Establishes a program in Community Health and Equity Research.
Facilitates opportunities for research and training in the
community through the creation of structures and programs connected
to the Mass General Brigham mission.
--- In coordination with Chief Academic Officer, hospital
leadership, and Human Resources, create a training and education
pathway to prepare future leaders in community health.
Miscellaneous
--- Support the development of external policy positions of MGB on
issues of social justice
--- Lead establishment of payer contracting strategy to reduce
inequity and fight racism
--- Works to provide regular updates to system-wide senior and
executive leadership on progress related to community health and
equity programming.
--- Identifies opportunities to advance the scholarship at Mass
General Brigham by publishing peer-reviewed manuscripts based on
the activities included in the role
--- Performs other responsibilities as determined by the Chief
Patient Experience and Equity Officer Qualifications --- Respected
and practicing clinician with MD, DO, or similar degree required.
Additional advanced degrees in public health or management are also
strongly preferred.--- Minimum of 10 years of management experience
required.
--- Minimum of 8 years of experience in the application of health
equity; either in clinical operations, research, or innovation
--- Minimum of 8 years of experience in leading community health
efforts; either in operations, research, or innovation
--- Expertise in measurement science or implementation science
required
--- Maintain an active clinical practice within Mass General
Brigham strongly preferredSkills/Abilities/Competencies
