Job Description:
- Experience at Engineering Management level within a complex
railroad organization.
- 5+ years of demonstrated leadership experience.
- Strong knowledge of railroad signaling concepts and
maintenance.
- Understanding and knowledge of railroad equipment, preventative
maintenance, equipment cycling and engineering facility
management.
- Understanding and knowledge of Communication and
Signaling.
- Demonstrated acumen with regulatory requirements affecting
passenger railroad operations including FRA and OSHA
regulations.
- Demonstrated capability to run a full operation and deliver
agreed results.
- Key personal traits; forward thinking, proactive, resilient,
sound judgement, innovative where it's required, driven by a

- Demonstrate understanding and adhere to the KCS principals of

- Ensure department policies, procedures and strategies
continuously support Engineering and Signal Maintenance objectives
and programs to assure compliance with federal, state and other
applicable rules, regulations and KCS/MBTA Contract
Agreements.
- Optimize the performance of the KCS asset safety, reliability
and availability by embedding good or best practices, instilling a
culture of continuous improvement, implementing technical
innovation, and improving management systems.
- Implement and monitor operational practices to ensure
communication and signal reliability and quality service while
maintaining a safe and productive workplace.
- Manage, direct, oversee and coordinate the activities of Signal
Designers to achieve peak productivity and performance. This
includes work allocation, training and problem resolution,
evaluating performance and making recommendations on all signal
design engineering projects using industry accepted design criteria
to ensure project completion within budgeted guidelines and meeting
project timelines.
- Manage, direct and oversee the signal design submittals from
subcontractors in the execution of Supplemental Work Projects.
- Oversee the execution of administrative functions required of
the department to support all signal design activities for the
Technical Department.
- Develop contract specifications and Signal Design Preliminary
Engineering plans to be included in MBTA contactor bid
advertisements.
- Monitor and develop Engineering plans for Line Plan, Signal
Aspects, Braking Charts to include Average Grade Calculations, and
train speed restrictions encompassing track charts for MBTA
projects.
- Manage and oversee any software programming and documentation
for FRA requirements.
- Ensure all design work meets applicable standards for AREMA,
DPU, FRA, Keolis CS, MBTA, SMCP, and Signal Design Procedures.
- Ensure safety and quality assurance that appropriate mandatory,
MBTA and KCS standards are being delivered both internally by KCS
staff and externally by KCS suppliers. Drive improvement of safety
performance in sync with annual safety plan for the Communication &
Signal Department. Plan for and direct operations during service
disruptions and periods of extreme weather to ensure a safe working
