Job Description:
Job SummaryManage finance, accounting, and budget or other
functional operations such as accounts payable or receivable,
payroll, procurement, capital projects, endowment funding, or
sponsored/non-sponsored research.Job-Specific ResponsibilitiesThe
Finance Manager for the Institute of Politics (IOP) at the Harvard
Kennedy School will work closely with IOP's Director and Executive
Director in the financial management of the organization. Primary
duties include supporting the strategic mission of the Center via
oversight of day-to-day financial management, processing, budget
projections and support of IOP staff colleagues and undergraduate
student leaders. The Finance Manager reports to the Executive
Director and works independently to perform day-to-day financial
administration including preparing, verifying, and monitoring
budgets, financial analysis, forecasting and application of
financial policies. In addition, the Finance Manager has oversite
of staff assistant. The IOP is committed to fostering a diverse and

of our team.Responsible for the financial and administrative
oversight of the IOP and serves as the primary liaison with Harvard
Kennedy School (HKS) Office of Financial Services (OFS) and
Research Administration Office (RAO).Analyze and present financial
reports in an accurate and timely manner; clearly communicate
monthly and annual financial statements and work with IOP staff
colleagues to prepare and manage program budgets on monthly,
quarterly, and year-end close.FinancialEffectively communicates and
presents the critical financial matters to ED, Director and IOP
Senior Advisory Committee members. Designs, formulates, and
maintains the budget and financial accounts in consultation with
the Executive Director and the OFS budget liaison.Perform financial
analysis to forecast income and expenses.Prepare varied financial
reports, including budget-to-actual reporting.Prepare annual
budgeting and planning process in conjunction with the ED;
administer and review all financial plans and budgets; monitor
progress and changes and keep ED and Director abreast of financial
status.Ensure financial compliance with University policies and
procedures and applicable legal rules and regulations.Monitor the
collection and processing all gifts and pledges to IOP.Serves as
the IOP liaison to the HKS Financial Managers Group and works in
concert with OFS to ensure compliance with Harvard University
policies and procedures.Review and approve transactions as needed,
ensuring compliance and accuracy including invoices, journals, and
personnel actions.Work with IOP Staff assistant to process payments
for invoices, corporate cards and individual staff and student
reimbursements.Maintain vendor accounts and ensure timely clearance
of outstanding payable and receivables.Ensure integrity and
consistency of data between the HKS---s financial and accounting
systems and IOP's internal financial reports/budgets.Management of
IOP student internship and research stipends.Serves as the approver
for IOP financial transactions.Responsible for managing fulltime
IOP staff assistant.AdministrativeResponsible for working with
human resources on hiring of students, temporary employees, and
assist with IOP fellows; support their onboarding for financial
processes.Manages Center---s compliance with all Harvard
University, HKS, and government policies and requirements.Serves as
approver for PeopleSoft time reporting system for IOP staff and
student leaders.Oversees and procures IT hardware including
computers, printers, and laptops, as well as program
software.Selects vendors and serves as their point of contact;
manages contracts with bulk email provider, calendar and survey
programs, and all other website developers and contractors.Typical

model, and forecast budgets to inform financial planning and

processes Serve as the liaison within and between the School/ Unit
and the University to provide comprehensive financial analysis and
budget management Ensure financial compliance with University
policies and procedures and applicable legal rules and
regulationsBasic QualificationsBachelor---s degree or equivalent
work experience requiredMinimum of 5 years--- relevant work
experienceAdditional Qualifications and SkillsThe successful
candidate will be a proactive and highly organized individual with
excellent communication skills, who works well both independently
and as a team player, adapts well in a fast-paced and changing
environment, and has working knowledge of sponsored research
policies and federal compliance issues.Strong financial knowledge,
detail orientation and the ability to work independently,
creatively solve problems and manage multiple tasks.Strong
administrative, organizational, analytic, and planning skills, with
the ability to oversee multiple projects under tight
deadlines.Excellent interpersonal, analytic, diplomatic, written
and verbal communication skills to work with a diverse group of
staff and student leaders.Strong judgement as well as ability to
exercise discretion and maintain high level of confidentiality and
professionalism.Supervisory experience.Competency using a variety
of computer software including Microsoft Office suite.Experience in
an academic environment, a Degree in finance or accounting, and
advanced Excel skills are all a plus but not required.Working
