Key Accountabilities:

  • Demonstrate understanding and adhere to the KCS principles of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility, Economic Performance and DOT
  • Develop, successfully implement, and continually review a 1-2-year business plan for the area in scope and meet agreed deliverables. This include ensuring that the area in scope annual budget is achieved to meet financial targets.
  • Ensure department policies, procedures and strategies continuously support objectives and programs to assure compliance with federal, state, and other applicable rules, regulations and KCS/MBTA Contract Agreements.
  • Optimize the performance of the KCS assets by embedding industry best practices, instilling a culture of continuous improvement, implementing technical innovation, and improving management systems.
  • Analyze all relevant data for cost efficiencies, safety, and compliance
  • Ensure that KCS and MBTA policies are being adhered to both internally externally by KCS suppliers.
  • Promotes the use of the process approach and risk-based thinking
  • Ensures processes within their functional areas of the business are controlled and constantly improved Knowledge and Experience:
    • Experience with Document Cost Savings, Risk Mitigation, and other methods of improvement to enhance the KCS Fleet Management program.
    • Ability to successfully develop a sustainable operating model to manage vehicle ordering/delivery, vehicle maintenance, driver support, fuel consumption, GPS management, safety/accident management, vehicle disposal, and other aspects of fleet operation.
    • Proven ability to create and enforce fleet policy and procedures to manage vehicle selection, fleet operation, driver accountability and internal governance.
    • Develop and communicate objectives, scope and strategies related to Fleet Management.
    • Working knowledge with industry best practices, support fleet safety programs through data collection, reporting, communication, and change management. Skills:
      • Manage fleet insurance, registration, licensing, and driver compliance programs and pro-actively tracking license classifications for compliance and manage safety programs.
      • Working knowledge of budget preparations, tracking of expense performance and ability to evaluate funding sources, operating versus force account.
      • Use industry best practice and customer feedback to continuously identify and execute projects to improve fleet operations. Monitor, analyze and report on trends, in accordance with industry best practices. Analyze and determine vehicles to be leased and how to be equipped by using Total Cost of Ownership (TCO) model.
      • Extensive experience with managing supplier relationships and performance through metrics and scorecards. Make recommendations for improvements, present analysis of findings and/or recommendations and results to all levels of management and key stakeholders.
