Job Description:
The IT Application Manager is responsible for managing the
evaluation, prioritization, planning, budgeting, and execution of
new/existing systems initiatives for the City as well as the
implementation of complex systems and interfaces. Employee performs
numerous similar related duties.Essential Functions:The essential
functions or duties listed below are intended only as illustrations
of the various type of work that may be performed. The omission of

- Serve as lead project manager in the planning and
implementation of a Time & Attendance system across the entire
city.
- Assist in management of the complete lifecycle of the Munis ERP
application used across the city.
- Act as an advisor for any new technology or process
automation
- Act as a vendor liaison as required
- Manage and deliver the required system deployment for each
phase or stage of projects.
- Ensure quality is achieved as planned for each milestone of the
project.
- Monitor progress, compare to baseline and report progress
against schedule
- Manage and oversee projects for completion on time and within
budget.
- Report to respective stakeholders on any unresolved issues and
escalate when necessary
- Conduct and manage system integration tests and User Acceptance
Tests
- Monitor system performance, availability, reliability and
compliance to technical standards
- Support users as needed
- Track and report on issues and problems with the systems and
follow-up with the vendor and users on resolution
- Directly supervises some project related activities for
information technology program related employees
- Assign duties and communicate expectations to ensure successful
implementation or project completion
- Provide guidance and direction regarding the creation of goals,
action plans and timelines as they pertain to department
projects
- Collaborates with department heads on new purchases related to
surveillance technology and building impact reports as
necessary.Recommended Minimum Qualifications:Education and
Experience: Bachelor's Degree and five (5) years' experience; or
any equivalent combination of education, training and experience
which provides the required knowledge, skills and abilities to
perform the essential functions of the job.Knowledge, Abilities and
Skill:Knowledge:
- Extensive experience in the areas of time and attendance and
payroll systems is required.
- Deep experience with implementation, testing and support of a
time and attendance system in a complex environment (Executime,
Kronos, Workday, etc.)
- Knowledge of building policy documents designed in the area of
surveillance technology equipment and software is preferred.
- Previous working knowledge of Tyler Technologies Munis ERP
(currently, Accounting, Budgeting, Payables, Contract Management,
Purchasing, Billing, Payroll, Human Resources, Collections,
Document Management and Administration) or other ERP
applications.
- Expertise in accounting, payroll, and billing processes
preferred.
- Proficiency in Microsoft Office Product Suite including
Outlook.
- Familiarity with Microsoft Project or other scheduling software
is desired.
- Knowledge of one or more of the following Databases: SQLServer,
Oracle, MySQL, Informix, DB2, Filemaker, or MS-Access.
- Experience with Report Writer applications (Crystal Reports,
SSRS, etc.).
- Experience with methods of system interfaces and integrations
(API, etc.).Abilities:
- Install software, test functionality, and maintain logs on
project activities and generate reports.
- Communicate clearly, both orally and in writing
- Ability to maintain, manage and organize records and
information
- Ability to make presentations to City employees and communicate
complex technical details in a manner that makes it easier for
audiences to comprehend.
- Ability to understand Database schemas and tables and run
custom SQL queries is preferred.Skill:
- Software Deployment Life Cycle - Requirements, Deployment,
Integration Testing, User Acceptance Testing and product
acceptance.Work Environment:The work environment involves everyday
discomforts typical of offices, with occasional exposure to outside
elements. Noise or physical surroundings may be distracting, but
conditions are generally not unpleasant. Employee may be required
to work beyond normal business hours in response to attend evening
meetings or complete work assignments.Physical and Mental
Requirements:The physical demands described here are representative
of those that must be met by an employee to successfully perform
the essential functions of this job. Reasonable accommodations may

demands are required to perform the work. Work effort principally
involves sitting to perform work tasks, with intermittent periods
of stooping, walking, and standing. There may also be some

paper (up to 30lbs.). On occasion, more physical effort is required
when moving or setting up computer equipment.Motor Skills: Duties
are largely mental rather than physical, but the job may
occasionally require minimal motor skills for activities such as
moving objects, operating a telephone, personal computer and/or
most other office equipment including word processing, filing and
sorting of papers. Skills in repairing computers and related
equipment may require more precise fine motor skills.Visual Skills:
Visual demands require constantly reading documents for general
understanding and analytical purposes.Hours: Full-TimeSalary:
