Job Description:
Knowledge and Experience:
- Knowledge of Railroad CBA agreements.
- Experience working in a heavily unionized environment.
- Experience using payroll systems such as Kronos and
Ultipro.
- Experience at Manager level within a complex railroad
organization.
- Communication skills at interpersonal and organizational
levels.
- Ability to build trust in relationships. Skills:
- Excellent written, verbal, and presentational skills.
- Competent user of Microsoft products such as Excel, Word,
Outlook, PowerBI, and Teams.
- Ability to analyze data and identify trends to inform and
provide recommendations.

excellence Key Accountabilities Mechanical Resource Allocation:
- Ensure available resources are effectively leveraged to provide
required staff coverage at all Mechanical facilities without heavy
reliance on overtime on specific shifts at any location.
- Manage the process of creating, abolishing and reposting jobs
to maintain the required level of staffing and ensure CBA and
company rules are followed.
- Keep the Mechanical Personnel Table Master Sheet updated with
all relevant information.
- Track headcount against budget and employees who have the
potential to retire or otherwise leave the business in order to try
to predict future hiring requirements.
- Track employees who are allocated to Supplemental Work
initiatives.
- Accurately maintain the Mechanical Union rosters, including who
is on each roster and seniority date.
- Input information into Kronos, Visual Planning, me@Keolis and
other systems as required to capture key information and update
records.
- Review and approve changes relating to staff movements in
me@keolis.
- Oversee and ensure all job postings and awards are in
accordance with CBA agreements applicable to the Mechanical
unions.
- Track the movement of employees with Hours of Service and
Mechanical Employee designation to ensure that log book and Drug
and Alcohol testing requirements are known and met and ensure the
Drug and Alcohol Compliance Manager and other Mechanical Managers
are aware of who these staff are.
- Identify opportunities to optimize production efficiency and
operational resilience in accordance with the overall
strategy.
- Develop and maintain job descriptions for all union positions.
This includes keeping track of job numbers, additional skills
required (hoisting, freon recovery, CDL, etc), and ensuring
different rates and differentials are correctly applied.
- Work closely with the Mechanical Training Department to ensure
that where jobs require additional licenses to be qualified to hold
the job, that those licenses remain current, or the holder is
disqualified and the job reposted. Attendance and Discipline
Management:
- Manage the selection and allocation of vacation weeks with the
Mechanical Union Leadership to ensure that the agreed rules are
followed and the requisite number of vacation weeks are correctly
allocated to and utilized by each employee.
- Work with managers to ensure that the rules of the different
CBAs as well as company policies and procedures are followed.
- Manage the employee attendance program, directing managers to
complete the necessary steps related to counseling, and auditing
payroll records to ensure department policies on classifying
attendance exceptions are consistently applied.
- Assist in the forensic investigation of various incidents,
injuries, and unusual occurrences.
- Manage employee discipline, developing accurate, appropriate,
and procedurally complete instruments of the procedural justice
system, such as charge letters, waivers, etc.
- Serve as the company representative at Mechanical employee
procedural justice hearings, conferences, and
notices-of-intent.
- Work with the Leave Administration Team to ensure employees who
have been granted consecutive or intermittent FMLA comply with the
requirements of their agreement, and that employees who are absent
from work are appropriately tracked. Other Duties:
- Manage the Safety Boot program for the Mechanical Department,
working with the selected vendor and Mechanical Managers and Union
Leaders to coordinate boot trucks and enable employees to select
new boots each year.
- Ensure clerical staff are properly assigned and carrying out
tasks such as documentation and records retention.
- Manage department-wide and area-specific logistical needs,
including procurement of support materials and equipment.
- Work with the Drug and Alcohol Compliance Manager and other
Mechanical Managers to ensure that required tests are scheduled and
failed tests are appropriately managed.-- General Management:
- Produce weekly and monthly reports as required.
- Manage projects as requested by the Chief Mechanical
Officer.
- Support other members of the Mechanical Department as
required.
- Carry out other duties as assigned. Additional Statements Drug
