Job Description:
Under the general supervision of the Corporate Manager of
Purchasing, the Senior Procurement Specialist operates within the
established organization and departmental policies and procedures.
In addition to the duties and responsibilities of the Procurement
Specialist, the Senior Procurement Specialist has increasing
responsibilities within the procurement process including but not
limited to contract negotiation and data analytics. The Senior
Procurement Specialist performs daily functions with an emphasis on
supporting the Mass General Brigham Supply Chain strategic
plan.
Candidate actively develops, implements, and utilizes procurement
processes that support measurable cost reduction initiatives.
Actively works with customers to understand their needs and
internal systems. Works with senior administrators, clinical
providers (physicians, nurses, and therapists) and end-user
departments to positively impact hospital based expenses.

- Facilitates Capital Purchases, including asset management
profiling, utilizing benchmarking tools to ensure competitive
bidding on capital purchases in compliance with Government and Mass
General Brigham regulations and policies.
- Authorized to negotiate contracts and service agreements in
conjunction with Corporate Contracts policies and procedures up to
a predetermined dollar threshold.
- Works in Contracts Management system to store, track, and
review local service agreements to eliminate potential gaps in
service, and maintain active repository to support strategic
sourcing.
- Review purchase requisitions for appropriateness with regard to
organization requirements and budgets. Routes, follows up and
expedites, and escalates customer requests as needed.
- Administer purchase orders and other transactions from
requisition development to completion.
- Serves as area expert and will provide support to buyers.
Supports Supply ChainTraining Manager as needed for new employee
on-boarding and end user customer education.
- Works with Buyers and/or Contract managers to finalize purchase
orders.
- Identifies and/or selects potential sources for strategic
procurement of services and/or supplies.
- Participates in and supports cost-reduction/cost avoidance
programs including the use of value analysis and life cycle
costing.
- Utilizes a computerized/automated materials management
system(s), which include EDI processing, and WEB based vendor
direct programs.
- Assumes supervisory responsibility in Team Leader absence.
- Other duties as requested by Corporate Manager of Purchasing.
Qualifications
- Bachelor's degree required; minimum of five years experience in
purchasing as a Buyer preferably for an educational/medical
institution.
- 5-7 years experience as a Buyer for an educational/medical
institution may be substituted for formal degree.
- Possess strong interpersonal skills to effectively communicate
with cross functional teams including staff at all levels of the
organization
- Ability to successfully negotiate and collaborate with others
of different skill sets, backgrounds at levels within and external
to the organization
- Strong problem solving and negotiation skills
- Ability to effectively conduct meetings, both formal and
informal Ability to collaborate horizontally and vertically within
the organization.
- Requires excellent organizational, communication, and
analytical skills.
- Requires demonstrated ability to negotiate with internal and
external customers.
- Acquires and maintains knowledge of computer systems, ex.
Microsoft Office, PeopleSoft, GHX, Ariba, and other Mass General
Brigham applications.
- Requires the ability to work independently, take initiative and
prioritize tasks.
