Job Description:
OverviewUnder the direction of the Director of Research,
Evaluation, and Analytics, the Data Analyst and Learning Specialist
will support the department's grantmaking, development, and
strategic policymaking priorities through both quantitative and
qualitative data analysis.ResponsibilitiesResponsibilities and
Technical Skills:
- Conduct research and analysis using data from the U.S. Census
Bureau, Bureau of Labor Statistics, Lightcast, and the
Massachusetts Dept. of Economic Research.
- Perform economic and statistical analysis using a variety of
specialized software.
- Create and maintain databases using data from a variety of
municipal, governmental, public, and private sources.
- Create, maintain, and improve best practices and processes
related to the Worker Empowerment development data (both
quantitative and qualitative data), including data management,
analysis, and governance.
- Provide strategic guidance to departmental units on the most
effective and efficient ways to collect, analyze, and store
interdepartmental data.
- Work with units across the Cabinet to build and enhance data
capacity, improve workflow, and streamline internal data-related
activities.
- Develop and implement data quality controls and departmental
processes to ensure quality standards and organizational
expectations.
- Build dashboards to support internal teams with data insights
or to share public-facing data with a wider audience.
- Maintain low-code/no-code relational databases and apps as
needed to support core activities.Communication:
- Manage, organize, and interpret data for a non-technical
audience.
- Create PowerPoint presentations, memos, and web posts to
communicate research findings and information.
- Work collaboratively on projects with other research
staff.
- Assist in the collection of qualitative and quantitative data
to support internal research and evaluation activities.
- Perform other related duties as requested by the Director of
Research, Evaluation, and Learning.Minimum Entrance Qualifications
- Bachelor's degree in economics, statistics, sociology, related
field, or equivalent.
- One to three (1-3) years of experience in policy research or
analysis is preferred.
- Experience with grants management and processes is
preferred.
- Must have excellent analytical skills, be able to collaborate
and work under the direction of senior staff, and work well
independently.
- Must have the ability to summarize large collateral of
knowledge and information into short summaries, frameworks, and
briefs.
- Proficiency in Microsoft Office, Google Collaborative Suites,
and Adobe Acrobat is required.
- Advanced spreadsheet skills are required. Experience with other
statistical software may be considered.
- Experience with data visualization software (e.g., PowerBI,
Tableau) is preferred.
- Basic coding experience (Python, R, Javascript) is
preferred.
- Experience in assisting and executing various aspects of a
research project, including data cleaning, data analysis, and
visual presentation of data is preferred.
- Experience with low-code/no-code databases (e.g., Airtable) is
preferred.
- Experience with low-code/no-code app builders (e.g., Softr) is
